If two different species of pokemon have the exact same IVs, nature, characteristic, gender, and level would they have the same hidden power type?

Hidden Power's type and strength is determined by it's IVs alone, so if they had the same IVs then they would have the same Hidden Power.

Do you know of a program I could save off line to find out a pokemon's IVs?

So far, the only methods for finding the HP of a pokemon is for those you already have or for those you hatch. I'm looking for a way to check the HP of pokemon as I catch them, but before I save the game.

you must check the iv's to find the HP. So you have to do an Iv battle on wi-fi, so you can see the stats at level 100

That wouldn't help me at all. I don't have any way to battle online. :disappoin

I thought there was a way to check IVs at any level as long as you knew the stats and EVs (if they received any).

There is. There are many IV calculators strewn across the internets. You need to know a Pokemon's EVS as well, or else the results will be innaccurate.

The EVs for pokemon I check would be 0 since I would be checking their IVs as I catch them to see if I want to keep them or reset to get something else. I'm looking for a program to use off line that is as accurate as possible and has IV information for pokemon in both the GBA and DS games.
