    Couldn't Pikachu have used Thunder on the water to OHKO Milotic?
     
    Yes ,but instead it used thunder when it was on it's ears and made it faint.
     
    It wouldn't be as effective if pikachu did a thunderbolt at the water,doing it on its ears is less surface area. Less Surface Area = More Effective
