Does Anyone know where I could get a layout?

I need to know where I could get a layout made for me. I'm willing to pay!

1) make all the subject dividers banners and that
2)Find a site whose layout you like
3)Go to 'View' 'Source'
4)Change the background color, banner, page title, delete the content affys and all that, so you are just left with the outline, and then use it for yourself

Except that's basically stealing another person's hard work, and should not be done unless said person has said it is alright for you to do.

Anything good looking. But I want the theme to Be Diamond and Pearl (the series). And I want it to look kinda like PokeX
