Does shiny special?

No, there's no difference in a shiny pokemon and a non-shiny pokemon other than the color. However, shiny pokemon are very rare (legit ones, at least), and on the newer games (at least D/P/Pt/HG/SS, unsure about R/S/FR/LG/E), it makes a shiny star circle appear when they battle.

Of course, the Red Gyrados is an exception to the rarity rule in HG/SS, as he's an event pokemon.

Is there any special except the different color and rare? Not really. Except maybe the envy of your friends.

Is it more powerful than normal? Nope.
 
Actually, in the original Gold/Silver/Crystal, the 'shinies', save the red Gyarados (I think) were slightly more powerful than their normal conterparts. That was changed in Gen. 3, though.

Wha? Have you ever played GSC? Shinies shined in that generation as well. Just look at the red gyarados when you encounter it.
