If I pal pak my EV trained lvl. 70 Snorlax, would it lose it's EV's once it is transported to my Pearl?

No. It keeps it's EVs even when traded to pal pak.

Not to be a smart alik, or however you spell it, but something will change. Pokemon will learn different moves when they level up, and the Move Tutor's moves will change to fit the moves that pokemon would've learned if it was raised in D/P.
