that's a very bad offer, since Vaporeon learns one of it's good moves during it's Eevee stage. Baton Pass.
although this attack works better for umbreon and espeon, it's still good.

Just buy the dry poffins in Veilstone shop (basement). They cost 6000 each, but they get the job done perfectly =)
