[Map✓] [Fire Red] Added water in Mt. Moon and when I want to Surf it says "Current is much too fast, you can't SURF here!"

There's two type of water tiles that look similar. Regular surfable tiles and fast tiles which have differing behaviour bytes and animations. These fast tiles can be found in the Sevii Islands, particularly Two Island. You can find these unsurfable tiles at the very bottom of FR's default tileset (under the 100% black rows), whereas the regular surfing tiles are everything above that.
