This is in Ruby/Sapphire/ Emerald so it must be those games. You get it. Defword Island in the Gratine Cave. There is a Hiker there. Speak to him and he will give it to you. But you will need the 2nd badge to use it.

I knew that, but I have never played Emerald yet, so I don't know if it's different in Emerald. But like MegaDitto said, you talk to the hiker inside Granite Cave, beat the gym leader, then you can go through Granite Cave to talk to Steven and be able to use Flash.
 
you get it granite cave near the entrance there will be a hiker talk to him,he will give you the flash hm but you need the 2nd for it to work in the feild its the same in r/s/e
