does gender make a difference in terms of stats for pokemon? for example is a female lucario stronger then a male lucario?

No. Genders sometimes have different appearances on Pokemon. That is pretty much it.

i now there is no difference to the staats ir anything but i only catch boys and the funny thing is in emerald i always caught Skitty and it was so hard to find one let alone finding a boy

No difference at all in stats for differing gender Pokemon. Only difference may be in the sprites, or what that Pokemon can evolve into depending on gender (e.g.Burmy, only female Combee evolve, etc).

Hmm... I think natures are what is usually affecting the stats, not the gender. Though I thought males were stronger than females when I first played Pokemon...

don't forget, Ivs and Evs also affect stats.
