I think theyre called the whirlpool islands so obviously you need whirlpool to get into them and the silver wing if you want to actually catch lugia ...well OBVIOUSLY...

Need loads of ultra balls and plenty of items to replenish your pokemon

Where to get the silver wing?

Once you have booted team rocket out of the goldenrod radio tower the REAL director gives it to you(SILVER ONLY)(If on GOLD you will get the rainbow wing)

Pewter city there is a man standing next to a house in the top righ of the city he will say you look like a tough trainer and give it to you(THIS IS ON GOLD)(If on SILVER he will give you the rainbow wing)

well i know that but wich island and i never can find lugio.do u go frew the passage that is only sumtimes open???

Youve got to have all or most of the HM's then you can get through to lugia!
