    I can't find it for some reason.
     
    you can't find it in the game, you get it from Professor Oak after all 16 badges are obtained (you should get a call from Oak after you leave the Viridian City Gym

    But I need Rock Climb to get to Blaine's Gym don't I?
     
    No, his gym is on Seafoam Islands, just surf right from Cinnibar and you'll spot his gym, it's up the stairs btw (when you get to seafoam), going down will presumably lead to Articuno (i think you have to have all 16 badges to get it)
