If you take one to the Move Tutor (or rather, Move Reteacher) in Pastoria, he can reteach a move to the Pokémon, based on what moves they learn at what level. You can't reteach TM moves, for example, or reteach moves only the de-evolved version of a Pokémon can learn (example being Infernape can't learn Flamethrower, despite Chimchar being able to learn it).

There are, however, several Pokémon who have special moves it can only learn through reteaching, such as Medicham learning the 3 elemental punches.

Is there a way to get them besides the underground? I heard wild Ludviscs can be caught holding them.

Yes, you can get it by catching wild Luvdisc.

Aymundo my old pal. Back with your excessive use of question marks i see. Heart scales are used by the move "tutor" who will reteach a move that a pokemon has already learned if you give him one heart scale.

You can also find them on te ground such as piles of dirt or rocks with items inside them but basically underground well digging they are white hearts with some lines i think, that are not that common but they can be easy to find if you look long enough and the move tutor is in pastoria city where the safari zone is.
