I'm 99% certain it's a counterfeit based on what you've described about it. Having a completely different Pokemon's name on the card with the art being of a particular Pokemon is 99.999% of the time a sure sign of a counterfeit. The only time this was even remotely close to happening was back in 2009 or so when the German print of Garchomp C Lv X was put into the window card slot for a run of US-bound English language tins, and that was merely a different language card, not a different Pokemon's name.
