Is there a way to teach my red garyados MIMIC without trading the tm from older versions?

Well, Gyarados can't learn Mimic by level up, there is no Mimic move tutor and Magikarp can't learn any egg moves (and it wouldn't be the red Gyarados in this case, unless you get extremely lucky or are extremely patient), so i'd say:
No, there is no other way of teaching your Gyarados Mimic.

ok my red gyarados is male,if i breed it with dratini/dragonair female do i have 1:64 chances of getting a shiny dratini???

Erm? You can't breed one species of Pokemon with another? Well unless it's a Ditto.

Well, Gyarados and Dratini are both in the Dragon Egg group, so you can breed them.
About that 1:64 chance... i heard before that there is a higher chance to get a shiny in GSC if one of the parents is shiny, but i don't know how much the chance rises and whether that's true or not

There is no certain chance. You will become lucky when ever its shiny. It could take a very long time or come quickly...

if chances are 1:64 that are very good chances and i will breed untill i get shiny dratini if someone can confirm me this

If the Ditto, or if there isn't a Ditto involved, the opposite-gendered parent is shiny, then a 1:64 chance is correct.
