To evolve either Nosepass into Probopass or Mangeton into Magnezone in HeartGold and SoulSilver, you're going to have to trade them into DPPt and evolve them at Mt. Coronet. You gain access to trade between the games after receiving your PokéDex, there are no held restrictions.

You have to trade them to Sinnoh and level them up in Mt. Coronet.

Yeah evolve them in D/P/Pt, I think you should of asked in the Help thread.
