The others already mentioned our massive ROM Hacking boards which has areas like the Beginner's Lounge where you can ask questions, and areas for tools and resources, and finally somewhere to showcase your hack. I'll leave the discovery to you but the resident mods (Christos and Spherical Ice) are always there if you need them, and they are hacking experts so they've got the experience to help in your questions.
Not much else I have to say for now, but good luck with your planned projects and I'll see you!

Ash Gray's the only anime-based ROM hack I know but as someone who hasn't been keeping up with the hack scene I'm not the best person to ask, hahaha. But it's fantastic meeting you and welcome, Charizard! If it's hacking you're primarily here for then you'll certainly find lots to keep you busy so please have an awesome experience.
