I'd suggest checking out the ROM Hacking section, and more specifically the 'Hack's Showcase' area.

If that particular hack was created here, then there should be a thread for it.

On the same note, if the game DOES have it's own thread, but the ROM file isn't linked to on there, then it means the creator hasn't released a beta version of the game yet. If that's the case, then there will be no way to download it until they get around to releasing it. Aaaand also, if Iolite is a game that wasn't made here, then no one is allowed to link you to it.
