Cranium, help the poor boy out. Ho-oh can be obtained either through Colosseum, or on Island 8. Lugia can only be captured on Island 8

To get to Island 8, you need to go to a Navel Rock Wonder Spot (in real life), and activate Mystery Gift. Go to Vermillion and you'll be able to go to Navel Rock as many times as you like. ^_^
