He did not win the Silver Confrence, this trainer from Hoenn named Harrison with a Blaziken named beat Ash's Charizard, and Ash lost. But he did win the Orange Islands League at least.

He finished in the Top 8 in Johto and even if he would have won he could go on to a new League. A Master would want to beat every League.

He lost when Harrison's Blaziken beat his Charizard.

He went to the Hoenn region to basically start anew on his journey, since Misty and Brock were leaving for their respective gyms again. That's also why he put all his Johto Pok?mon in reserve at Oak's lab and went to the Hoenn region with only Pikachu.
