it's very simple... from Sootopolis (the 8th gym), simply surf south to the border of the map and surf west... and eventually you'll meet up with Pacificlog town, the start of the Regi-trio sidequest!
you can never fly to a town. you must first visit the pokemon center of that area in order to gain access of flying to a certain area.
