make sure you have a high-level lead pokemon and lots of friend areas. those should help.
Well as Dave-o-Rama said, friend areas and level play a big part in recruiting.
A good thing you can do is to get a Friend Bow, it's on Mt. Faraway, and you need a Key, I can't clearly remember the floor. Don't let one of your partners kill the pokemon, they can't recruite a wild pokemon.
Also, the pokemon must be on a tile next to you.

you cant recruit Ampharo, you can only recruite Mareep or Flaaffy in the game.

It doesn't matter, In the game, most of the time you can't get the last form of evolution, (such as Charizard, Ampharo, Venusaur, Gengar), you can only get the first and second form of evolution (such as Charmander, Charmeleon, Mareep, Flaaffy, Bulbasaur, Ivysaur, Gastly, Haunter). The only way you can get Ampharo is by leveling up Flaaffy to level 30.

Just train. It'll help you a lot. Most of the time (unless you're recruiting Skarmories from Western Cave or something like that, or recruiting legends) Pokemon don't come strong. Your level plays a part in recruiting as well- the higher it is, the more likely a Pokemon is to join you.
And, as Thunder Beam said, you can't recruit most final evolutions such as Ampharos, as even with a Friend Bow (which increases the chance that a Pokemon will join) their recruit percentage is impossible. With a Friend Bow some of them have a very tiny chance (like Golem and Blastoise), but it's not big enough to worry about. I went to the final floors of Buried Relic, which have nothing but Golem, with a Lv.100 Leader holding a Friend Bow, and still never managed to recruit any.
