We like people to have examples of what not to do on a forum-by-forum basis; unfortunately locked topics tend to draw even more interest than forum rules, so in some small amount it counteracts the laziness of people who don't actually read and study the rules when they join. We already have the dungeon for inappropriate and spam posts; basically something that either has no redeemable quality as far as teaching someone a lesson goes or something that people on this board don't need to be exposed to. Even though the read-only forum idea is good in theory, it'd just end up being an area with no purpose because the posts will have been taken from the forum they were made in and it will be more difficult for people to discern why something was locked if they don't know where. There are a great many members who could easily discern where the post came from by its content, but unfortunately in matters of making sure the rules are clear, noobs have to take precedent because they're the most prone to breaking them.
