Is there an item that lets your Pok?mon attack first in GSC?

Yes there is the quick claw like in the advance versions, you get it from a girl in the national park north of goldenrod.

 

[Eon-Rider]

Quick Claw is the only one but it doesn't guarantee you to go first.

 

[The Fallen]

Quick claw just ups your speed so you have a chance to go first. Most your pokemon will go first anyways unless it's like snorlax or golem. It's in the Goldenrod park also.
