Yes, he was. But, he had good motivation. heh.

The Rockets made this episode for me, with the Mewtwo subplot, continuity from the previous episode and the trio's tank. If you can catch the ammo, they do have faces on it. If they painted them right (the tips were red, so you could see their faces), could have had a Bullet Bill reference. That would have been awesome, wouldn't it?

Giovanni didn't seem that concerned for the Viridian Gym's destruction, but then, he had Mewtwo, so guess he was happy, anyway. Heh.
 
For anyone who has watched the Japanese version, I need to know something.

Was Delia's statement of "Does Ash have a twin brother?!" exist in the Japanese version, or was that a mistranslation by 4Kids? I'm asking because that line made Delia sound extrardinarily stupid even for her. I mean, come on, even IF she had multiple children by different partners (which is unlikely, and I'm only stating it due to certain members stating it.), if Ash had a twin brother, or heck, even a twin sister, she'd definitely know for sure, since she was the one who gave birth to him/her as well as Ash.

I think 4Kids did it as comic relief, as Delia was so... air-headed during those days. Then again, in Pokemon Emergency, the Japanese version of her offered this:

--In the Japanese version, when Hanako answers the phone, she answers it as Satoshi no haha, or "Satoshi's mom!" The strange thing about this is that the name Hanako can be seen in the ending credits to the first episode, so we know the anime producers could have just used that. So why didn't they?

The dub's "Ketchum residence" makes a lot more sense even if Satoshi isn't really supposed to have a surname.--

Now, I know the Japanese do things differently, but even they don't answer, "hey, this is Sam's mom" to strangers. Heh. And as Dogasu said, the Japanese version had the first name available, yet didn't opt to use it. So, I dunno, but I wouldn't freak out about it too much. It was there for a cheap laugh, really.
