I'd try Wish, Baton Pass, Thunderbolt, and Agility. A Timid Nature is perfect for Jolteon. Though it depends if this Netbattle, Battle Tower, Link Battle, or ingame.

Only use Agility if you cannot get Substitute. Even then I would suggest Thunder Wave over Agility.
You can get wish by breeding a Togetic that knows Wish to a Skitty/Pikachu, and breeding that with an Eevee.
To be honest, if you are link battling and your opponent uses Skarmory as its physical wall, Magneton would be a more viable option for you with its Magnet Pull Ability.
