    If Lanturn is a angler fish then why do the males have anglers? Because, male angler fish don't really look like anglers, just small fish. So, do you think they new that when they made Lanturns or do you think they just didn't want to make the Pokemon complicated.
     
    I'd assume it's just not to confuse people. It's rare the males look so different from the females (not including the small changes, like smaller fangs or larger ears). The only Pokémon who look incredibly different between genders are the Nidoran (♂+♀) and their evolutions and Hippopotas and its evolution.

    tl;dr, it's just so it's not confusing.​
     
    It's not like they did this on purpose. They just wanted Lanturn to take on a role as a Electric/Water Pokemon with it's Light/Electric-like appearance due to it's angler including it's aquatic appearance as a fish. Also Chinchou too.
     
    In the second generation, when Lanturn was introduced, Pokemon did not have gender differences-the Nidoran lines semi-excluded, of course. And seeing as that angler seems to have a lot to do with the Electric-type that all Lanturn have, Game Freak couldn't really remove it.

    Though I'll just say what everyone else may be thinking: Game Freak is clueless in regards to female anglerfish anatomy. =P
