League Positions Tournament

I am interested in making a minor league. I am looking to get eight gym leaders, four elite four, and one champion. I figure ofcourse that the best way to rank these positions is by holding a tournament. The top thirteen positions will have earned a position in the new league, and will recieve a Prize Pokemon, to be determined at a later time. Only forty tryouts will be allowed, to keep it small. Any takers?
