You're talking about Pokemon on Ruby/Sapphire/Emerald, if you want to talk about when Hoenn Pokemon evolve then I would suggest this thread should be moved, Wingull evolves to Pelipper on level 25. Zigzagoon evolves to Linoone at 20 and Poochyena to Mightyena at 18.
