2nd Gen Making Pichu happy?

    well,i heard that pre evo such as babies as pichu if v wanna evolve them,v should make them happy?i everyday bring him to haircut,but dont really know how to evolve it?is it i give him haircut then i up his lvl by1?besides,my pichu is kind of useless...lvl 28,attack:dizzy punch,thunderwave,sweet kiss,n 1 mroe no damage att...who can suggest how to train him with good moveset?tq...
     
    Keep going. Put it into battles, then immediately withdraw it, give it stat boosters, haircuts, grooming, and very soon it should evolve into Pikachu.
