Well I think that Ruby and Sapphire will evantualy meet with Wally and their pokemon will evolve into their lasts forms.

I think I was wrong, though. It isn't the ending yet. Volume 20 wasn't, I should say. It would have been a very bad ending if it was. ^_^

It was most probably not there is all the loose ends to tie up, and i suspect that Emerald will have a part to play in this arc too
