Nope. It's data is there, but yuo can't catch it. Either cheat or trade it over from FRLG.
 
Nope, you have to import him from Fire Red or Leaf Green.

And don't even think about taking him into the Battle Frontier.
 
Thank you both, but why can't I take him to the frontiet? I am such a newb because I just bought the game yesterday. >.<
 
Because the Frontier doesn't allow the use of legendary Pokemon.

And use Simple Questions for these simple questions next time.
