Moves Pokémon should learn, but can't

    Here's some of my ideas:

    Heatran: Scald (Hot water comes from some hot pipes)
    Aurorus: Power Gem (It's got a gem around the top of its nose.)
    Heliolisk: Solarbeam and Sunny Day (It's a solar Pokemon.)
    Tentacool/Tentacruel: Power Gem
    Yanmega: Fly (Jessie was seen riding on one)
    Lycanroc: Play Rough
    Glaceon: Surf
     
    Snorlax and Slack Off. Maybe they think it'd be too broken?

    Also, Sprigatito and Sweet Scent. Here is its Violet dex entry:

    The sweet scent its body gives off mesmerizes those around it. The scent grows stronger when this Pokémon is in the sun.

    If that's not a reason to get Sweet Scent, I don't know what is!
     
    I was going to mention Yanmega too.

    It also keeps me from using it in Platinum because I'd rather get a flying type that can use the HM.
     
    Cannot think of any off-hand. Runs into some while playing, though. Looked around a bit. Should have given Crabhammer to Crustle.

    Oh, and Fury Cutter, Double Team, and Screech for Shedinja. Encountered this while playing Diamond. (May or may not still be like this.) Receives all of Ninjask's moves when it comes in, including ones Ninjask learns upon evolving. Cannot relearn them after the fact, however.
     
    Pidgeot doesn't have focus blast and it could've used that in gens 6 and 7. I also remember Dusknoir not having a good ghost STAB. Makes sense to not have shadow claw given that Dusknoir has gloves and not claws, but Lucario can learn shadow claw without having claws in its design. Why not give Dusknoir shadow claw?
     
    Empoleon can't learn Iron Head. Super weird considering a lot of Pokémon that aren't even Steel or any "hard" type can.
     
    I do not understand how Houndstone with its giant claws can't learn Shadow Claw. It would be a much better ghost type if it could.
     
    Sin the Gen 9, Defog that was removed by Game Freak from mostly birds, mainly Legendaries but also some low tier birds.
    Roost has also been removed for on a significant number of birds.
    What these two nerfs have in common: only birds from older generations, which only reinforced the Powez Creep from Gen 9 mons and canceled the Entry Hazard nerf that was welcome in Gen 8 with the Heavy Duty Boots.
     
    Pelipper should be able to learn Waterfall. It annoys me because I wanted to use it as an HM slave with Waterfall, Surf, and Fly (and Defog, in the games where that's an HM) but it can't learn Waterfall. (I have to use Pokémon like Dragonite and Rayquaza instead lol) I suppose this argument is irrelevant in the never games where HMs don't exist, but I still play a lot of the older games with HMs.

    Gyarados should be able to learn... any Flying type move. I think the only one it can learn is Bounce, and that's through move tutors. There has to be something it could learn. Aerial Ace? Fly?? Any Flying type attack would be sufficient.
