Umbreon doesn't need max HP. Unlike other walls, Umbreon's HP is really good so it doesn't need as much. 212 is the standard, for max leftovers efficiency. Put the rest into Defense. Rethink Taunt please. There's a reason why its the standard. Most Pokemon won't stat boost in front of Umbry, they will try to phaze you, use Substitute, or hit you with Focus Punch All of which Psych Up is useless against. Taunt at least stops the phazers. If you still don't want that, then use Snatch. Snatching Subs is fun and it still acts like a pseudo-Psych Up, stealing stat boosts if they actually try them.

'kay, it does not need that much speed and needs WAY more Defense. 350 Defense is good. It only needs a little bit of speed, 16-24. Split the rest between SAtk and SDef.

Doesn't need any SDef. Put them into Defense. 29 is not divisible by 4. Make all your EVs divisible by 4 by setting them to 'Snap'.

Put Recover on there or else Tyranitar's Sandstream makes Celebi cry. Needs a lot more Defense and not so much Sp. Defense. Lower the speed to 270, you still outspeed Adamant Heracross, but you can put the extras into Defense.

If my Netbattle worked, I would give you proper EV spreads. But it doesn't as of now…

Duggy: Add 4 EVs to HP.

Please use Jolly or random Raikou's say hi. Jolly Duggy still packs a huge punch while outspeeding so many other OU Pokemon.

Cune: 240 HP / 212 Def / 24 Spd / 16 SAtk / 16 SDef

DD Tar: 44 HP / 240 Atk / 176 Spd / 48 SDef

Use HP [Rock] on Tar RS is just to unreliable at the most inopportune moments.

Weezing: 160 HP / 96 Atk / 252 Def

If you want Heal Bell Celebi then use this:

Mullet, Rock Slide is the primary reason to use DDTar..that 30% flinch chance is always nice and can flinch at very opportune moments...and I thought I was paranoid about HP Rock vs Rock Slide :x

Also, another EV note...Roar Cunes have a bad tendency to be REALLY FAST nowadays...you need around 215-225speed (stat wise) :x

Everytime I use RS it never flinches and it always misses when I need it to hit. It has just failed me too many times.

All the Cunes I have faced lately are slower than mine. :x
