You have to have the Nintendo Event, which I am not sure where to get it! Maybe E-Reader, I dunno.
 
Didn't actually. It said there may be an e-reader event... but it hasn't been updated with it. You can either hack using the code in the FAQ, or you can wait patiently until NoA/NoE/NoSomewhere else decide how they're going to release the ticket which I think is the Aurora. In Japan, it's been done with Wonder Spots, but I don't think that'll happen in the western world. :/
