New Niche type- sniper?

I recently heard about this new niche type on the forums called sniper. What exactly is this type about and what kind of pokemon and movesets would be best at this niche?

Are u talking about the special ability sniper? Because it is a special abilitie that when you hit criticals, the damage done is 4x rather than 2x.
