    I'm looking to make a new pokemon forum, similar to PC, But I am new to creating websites, so my skills are very basic.

    I am However very handy in Photoshop, so I can make banners and Backgrounds and such for the layout, not a problem. Anyone that would like to help me with this, either mail me, or just add me on Windows Live Messenger -

    You have to get a web host first. I recommend buying a paid one, such as Hostgator, but if you can't buy one then ask a friend to host you, visit the hosting requests thread or get a free one. After that, you need to get a forum script. There are loads of good free ones; I recommend Mybboard because it's packed with features and, if you know what you're doing, you can make it look exactly how you want. You can also get a paid one such as vBulletin which, ironically, is what PokeCommunity is running on. It's all up to you what you want to do but I recommend learning basic HTML/CSS and PHP (w3schools is recommended) to get you started.

    Also, as I only have two posts, I cant link you to any sites. You can just simply Google them though.

    Paid hosts? JustHost. It's probably the best deal I've seen so far, and I've had numerous other web hosts. Also, make sure you click the secret link near the bottom of their page if you want the best deal.

    I don't use free hosts, since they tend to suck.
     
    Yes, Also, the subdomain you have to have in the URL with free ones kind of spoils it.
    One more reason I don't like free hosts.
    Anyways, there's certain ways you can get Vbulletin for free, though I won't mention any, as it's against the rules here, but if you're looking for a legal, free forum software, I'd suggest MyBB. It's probably the most customizable one there is. Of course, any are customizable, just some have features you don't want to screw up, you know?

    Also, I highly suggest you go to https://www.w3schools.com to learn, at the very least, CSS and HTML. Both are relatively easy, and you can even use CSS to make thread and post layouts by use of the "css-div" and "css-span" BBCodes. If you ever need help with CSS, you can use the CSS Help and Discussion thread for any CSS-related questions. You can also ask myself if you want.
     
    I am an experienced moderator, but I think you should build your site up a bit more before you start dealing with moderation matters.

    As for me, I try to mod a max of two forums at any time so I don't spread too far out and end up letting something slip by me, but give me a call and I'll be glad to see what I can do to help.

    Justhost is great if you're based in the UK. Although I've never had any personal buisness with them, I have read in reviews that their services are great.

    If you're based in the US or just want a good webhost overall, I recommend Hostgator. It's great value for your money and if you go on the $7.95 hosting plan, you can have at least 500,000 members before your forum starts showing signs of slowing down.

    vBulletin has some current offers for new buyers on the website. You should check it out before it runs out.

    The best free one, if you have basic knowledge of CSS, HTML, PHP and how a forum works, is Mybb.
