Pokemon Sex?

The Mudkip seems to be tickling or just playfully push the side of the other one. He's not directly over the other one, and that would be an awkward position...

It really doesn't look like sex to me at all o.O
 
... I'm sure they were just playing. NOT IN THAT WAY
 
HOW IS THIS WORTHY OF DISCUSSION.
 
Doesn't exactly seem appropriate for discussion not to mention Pokemon is child oriented so I don't see why they would add content in their like that anyways. As other pointed out the Mudkip looked to be in a playful mood, which is probably why they have one of them jokingly shoot a Water Gun in May face.
