I have no idea what that is, and yes I did look at the link. It's a ROM Hack of some sort (or maybe a game?). But I haven't heard anything about it though.
You probably won't get any answers to your question here in this section though. You might want to try asking the Emulation or the Game Development section and see if you can get some answers. But since it looks so good, I kinda doubt that. But it's worth a try!
