What are you trading for them?
 
The only place to get them is in the Battle Tower, for 16 BP each.
 
It's a little more than that. Every time you beat 7 trainers you win battle points. The more battles you have won in a row, the more points you win. I think it starts off with 3 for the first 7 trainers, I'm not sure though
