PP UP question

lets suppose that I have a pokemon that knows tackle
and three other random moves
it has 40PP
right?
or 35
lets say 40
if I use 3 PP UPs on him
it'll be 64 PP
now lets say that I teach him scratch, and remove Tackle
Scratch will have 40PP, or 64?
(assuming it has 40 PP, normally)
