When I add a friend on my Pal Pad, how am I suppose to communicate with them? I mean, like, if they are in China or something (just saying) and I am here in America, in Texas to be specific, and add them to my Pal Pad, how can we meet? Do we go to the GTS or in the Union Room or can we meet in the Underground too? And do I have to be connected to a wifi spot to meet them too? I just have so many random questions. I hope SOMEONE can help me.

And I'm sorry if this has been brought up in another thread or something, but I looked and guess I just couldn't find it there so I figured I would ask.

You go in the Union room and if they are signed on you can see their name. Then you can connect to them. And you have to be connected to a Wi-Fi spot.

^No, you don't go in the Union Room.

You go to the bottom floor of a Pokémon Center, talk to the person in over the counter, connect (yeah, you have to be connected to a hot-spot or connected to your own wireless router at home, if you have one) and then see if that person is online.

Do note that that person also needs to have YOUR friend code registered on his/her game.

Oh, sorry. I thought that Wi-Fi had a Union Room.

By the way, just as an additional note, you can't go to the underground with a friend via Wi-Fi. That feature's local wireless only.
