im not sure what youre movesets are, but here are the best movesets that i have for sceptile and azumarril:

for a special sweeper sceptile:
Leaf Blade
Dragon Claw
Thunder Punch
False Swipe

and for a staller, this moveset i think works the best:
Toxic
Leech Seed
Protect
Substitute

and for azumarrill:
Surf
Ice Beam
Roll Out
HP Electric

Your Sceptile is a little behind in the Special Attack/Speed area btw. Try EV training on Spindas for Sp.atk and wingull and electrike for speed.
