Rather, the last move should be Swords Dance, and Bonemerang should replace Earthquake.

This begs one question: What is used more, Dig or Substitute? The obvious answer is Substitute. Thus, Bonemerang should be chosen over Earthquake, unless you need perfect accuracy. Fortunately for Gengar, Bonemerang doesn't affect it, so it only needs to fear Rock Blast or intelligent opponents that use up Destiny Bond's PP.
