Look at the top right of your post. See the Report Post button? That's how you report someone.

^ Look for that button. Depending on how you view your threads; it could be either at the bottom left of the post or the top right. ^^
 
I take it you're using the thread that has the red and white one?
 
Only staff (mods, super mods, admins) can close a thread. If a thread is breaking the rules, report it and they will close it.
