At this stage in my hacking career I am based almost entirely in the team discussions section, and I think there is more promise shown there than people think. Although there are plenty of people who go around boasting that they can use YAPE, A-Tack and the like, and think they are invaluable because of that, there are also lots of people who I see that realize how hard hacking is and how long it could take, but nonetheless have quickly aquired decent skillsets, to name just a few who I have been lucky enough to meet, M.L., Haxofreak, Creampuff and Lolwhet. While I am sure that the Rom Hacking community is not what it once was, it still shows a lot of promise at its roots.
Feel free to ignore this suggestion, but as a way of encouraging more people to the hacking scene, why not put together a short, but brilliant hack as a sort of demo of what can be acheived with a lot of hard work.
Acealo above me mentioned lots of very skilled hackers who have semi-retired from hacking, but could we not try to encourage them to come back to work on this hack? Think what an amazing game could be created if all of the best hackers at pokecommunity, one of the biggest Pokemon hacking communities in the world, worked together to produce it and how many new people could be inspired to make their own by it.
