Rom-Hacking or Rom-Modding?

Someone also pointed out to me that the best term is modding. But I'm used to calling it hacking. Even if it isn't technically hacking, I prefer to call it that.

I've always called it "ROM hacking" because that's what it was referred to as when I discovered it :)

I don't know what to call it, but hacking sounds more badguyish so I guess I'll go with modding.
