If you mean the PBR/PKTOPIA Pikachu, then no, it's not possible.
The values are set already, which is why all the Pikachus come in the same gender and nature.

So, yeah just keep SR'ing until you you get a Shiny Surfing Pikachu.

No, events are set to be nonshiny. And the POKéTOPIA and TCGWC Pikachu are both set to be so. That means you can't have a shiny Surfing Pikachu.
