2nd Gen Silver feather/khoto/gold leef oddish

ok I have bet gold, silver, and cyrstal and i restarted cyrstal and i forgot where to get silver feather, and how to get to Khoto after you beat the Elite Four and Pro. Elm tells you to come to his shop. If it requires you getting something tell me how to get it and what to go and so forth. Also while playing gold i found a oddish with gold leefs on his head, whats up with that?

the oddish is a shiney pokemon they a very rare one person at pc has been searching his r/s cart for a shiny trapinch but he hasnt found 1 single shiney pokemon so you are verry lucky lol

You get the SS Ticket from Prof. Elm after beating the elite four.

How to get to Kanto:

From New Bark Town, go the same way you did to get to Indigo Plateau. When you reach the Victory Road gate, go inside and turn right. You will exit on Route 22. Go east to Viridian City.
