4th Gen The berries and EVs.

    I have a Naive Chimchar at level 15 that I traded for.
    It has already been in battles.

    So I just used one of each of the berries that lower EVs.
    and each said his stat can't go any lower.

    Does that mean all his EVs are back to 0 now?
     
    Yeah, the berries only lower the EVs, otherwise your pokemon would be weak as :p
