Neither Manaphy nor Phoine have Genders. Phoine is a Spawn of Manaphy, with weaker stats, smaller movepool, and ALOT less value. Esentailly, It is a preevolution of Manaphy that cannot evlove into Manaphy. Phione is not worth a Shiny.

Advice:
Mabye if you offered Strong Legendaries, then people would give you shinies.
